The Trump administration is working to reclassify 50,000 federal employees under Schedule F, making them at-will workers with reduced protections.
This reclassification follows an executive order and is being implemented through publication in the Federal Register.
Trump has argued that these changes will allow the government to be “run like a business,” facilitating the removal of employees who don’t support presidential policies.
Critics, including the American Federation of Government Employees, express concern that the move could undermine government effectiveness and reduce whistleblower protections.
Everett Kelley, from the Federation, called it a “deliberate attempt to corrupt the federal government and replace qualified public servants with political cronies,” cited by PBS.
Project 2025, initiated by the Heritage Foundation, supports Schedule F as a way to reshape the federal workforce.
It is hoped that this change will make it easier to remove underperforming employees in roles influencing policy.
The Office of Personnel Management endorses this initiative, claiming it will strengthen accountability.
“If these government workers refuse to advance the policy interests of the President, or are engaging in corrupt behavior, they should no longer have a job. This is common sense, and will allow the federal government to finally be ‘run like a business,'” Trump stated, cited by AP.
Though the White House estimates approximately 50,000 workers could be affected, many fear this number is just a starting point.
The move is seen as part of Trump’s ongoing battle against bureaucratic inefficiencies and aims to dismantle the so-called “deep state.”
Schedule F also reclassifies workers from nonpartisan roles to political appointees, simplifying their replacement with loyalists.
Don Moynihan, a public policy professor, voiced concerns that “Schedule F undermines the purpose of a nonpartisan civil service and imposes loyalty tests,” likening it to authoritarian practices.
The potential loss of whistleblower rights is another area of major concern, with critics warning of a chilling effect on reporting misconduct.
President Biden previously revoked Trump’s Schedule F order, reinstating protections for federal workers.
However, Trump reinstated this order on Inauguration Day, signaling a shift towards the current reclassification action.
